Engineering Programs and Services has secured $23,726,461 in local, state and federal funding in 2022 for capital improvement projects.  

The American Public Works Association (APWA) Awards program recognizes outstanding individuals, groups and chapters representing the best in public works amongst others. When a project has won a "Public Works Project of the Year" award, the agency, contractor and consultant will receive a complimentary award plaque and are recognized at the PWX Awards Recognition and announced in an issue of the online APWA Reporter.

In 2020, the Engineering Department applied for and won this award for the completion of the 147th Street and Ravinia Avenue Roundabout project and won again in 2022 for the outstanding work of completing the 151st Street from Ravinia Avenue to West Avenue project.  Engineering won the APWA award again in 2023 for the John Humphrey Complex project.  The Doctor Marsh Prairie Path, which was completed in July of 2023, was awarded the 2024 Project of the Year.

A Public Meeting discussing the Phase I Study for the 153rd Street and Ravinia Avenue Roundabout project will be held at Village Hall, 14700 Ravinia Avenue, on June 8, 2023 from 6:00 pm to 8:00 pm in the Board Room.

This project will evaluate the existing intersection for improvements to the capacity and safety. All sidewalks and crosswalks will be brought into compliance with current ADA requirements. 

Phase I Preliminary Engineering is currently in progress and anticipated to be completed late 2023. This phase will determine easements and land needed to construct a roundabout, establish the geometrics of the roundabout, and necessary signage.

The Village is actively seeking grant funding for Phase II Design Engineering. 

The Village has selected a consultant to perform Phase I Preliminary Engineering for intersection improvements. Phase I engineering is anticipated to be completed in the fall/winter of 2023. A public meeting will be held with adjacent property owners and the general public on the preliminary design once it is completed.

A Public Information Meeting discussing Phase I Design Engineering for the 82nd Avenue Bike Path project will be held at Village Hall, 14700 Ravinia Avenue, on October 26, 2023, from 6:00 pm to 8:00 pm in the Board Room.

Phase I Preliminary Engineering is in progress and anticipated to be completed in late 2023. This phase will determine preliminary alignment of the path, identification of easements and land that needs to be acquired, evaluation of all existing roadway crossings, and biological and environmental impacts.

The Village has secured grant funding in the amounts of $167,040 for Phase II Design Engineering and $1,500,000 for Construction.

Phase II Design Engineering began in January 2022 and is anticipated to be completed by the fall/winter of 2023. Phase II entails the final design of the project, including but not limited to; traffic signal, additional left and right-turn lanes, and identify and secure land for temporary and permanent use. This phase will also determine the final design of the structural support (i.e. land bridge) required for the east leg of the intersection.

The Village is actively seeking grant funding for Phase III Construction. 

The drilling of the geotechnical soil borings will commence on Tuesday, February 8, 2022.  This will most likely cause lane closures on February 8th and February 9th for the borings that require it.

The drilling of the geotechnical soil borings has been postponed.  The new start date for this work, which will cause lane closures, is to be determined.  An update will be posted once a date is established.

The Village is beginning the final design process, Phase II, for the 143rd Street and John Humphrey intersection project. As a part of this process, the consultant’s contractor will start drilling for soil borings on Thursday, January 27, 2022, at John Humphrey Drive and 143rd Street. The contractor will have two drill crews at various locations around the intersection for two days. Lane closures will most likely occur on January 27, 2022 for the borings that require it. On Friday, January 28, 2022, soil boring work will be on the north side of 143rd Street and lane closures will not be necessary.

It is anticipated that Phase II Engineering Study will start in early 2021 after the Illinois Department of Transportation (IDOT) accepts the Phase I report. The construction funding for this project is not available yet. The Village staff is working with IDOT, Southwest Conference of Mayors, and various grants to get funding for the improvements and bridge expansion.

Phase II Design Engineering is currently in progress and anticipated to be completed in 2024. This phase entails bridge crossing for Marley Creek, countdown pedestrian crossing signals, retaining wall east of Wolf Road, safe railroad crossing and connection to the Orland Grasslands. 

The Village is actively submitting multiple grant applications in an effort to secure grant money for Phase III Construction of the project.

This project has received Phase I Preliminary Design approval from Illinois Department of Transportation (IDOT) and is starting Phase II Design Engineering.

A continuous multi-use path is proposed to be installed from Steeplechase Drive to 104th Avenue along the south side of 167th Street. The project has completed the preliminary engineering phase.

A public meeting about the project with adjacent property owners and the general public was held via Microsoft Teams on October 14, 2020. The meeting included a PowerPoint presentation highlighting the Phase 1 Study limits and process, the project’s purpose and need, proposed improvements, stakeholder involvement, and the anticipated project schedule. The virtual meeting was recorded and published on the Village’s website after the meeting.

Design Engineering (Phase II) contract was awarded and is anticipated will begin in mid-September 2020. Design Engineering received $200,000 (80%) in Local Surface Transportation funding for 2021.

This project will provide a continuous scenic multi-use path through McGinnis Slough, located west of La Grange Road and south of 131st Street, that will serve the northwest area of the Village. An asphalt multi-use path will be installed though the ComEd power line area starting at La Grange Road and ending near Will-Cook Road. Viewing areas at the slough perimeter will be added and connect to the existing subdivisions in the northwest section of the Village.

Phase I Preliminary Engineering is currently in progress and anticipated to be completed in 2024. This phase determines the alignment of the path, biological and environmental impact, soil stability, location of amenities, and the requirements of outside agencies, such as Forest Preserve District of Cook County.

The Village is actively seeking grant funding for Phase II Design Engineering. 

The Village has selected a consultant to perform Preliminary Engineering (Phase I) for a multi-use path through the Commonwealth Edison easement between La Grange Road to Will-Cook Road and connect into the existing path in Homer Glen (map below). The path would travel around McGinnis Slough. Phase I engineering is anticipated to be completed in the fall/winter of 2022. A public meeting will be held with adjacent property owners and the general public on the preliminary design once it is completed.

The 143rd Street project improvements will add capacity to the roadway and improve traffic signal coordination. Improvements to the roadway will also address existing traffic safety issues for motorists and pedestrians.

The Village is actively seeking grant funding for Phase III Construction.

The Village of Orland Park Mayor and Trustees welcome you to the 143rd Street Improvements Project page. Village leadership is taking part in a multi-jurisdictional effort to improve the 143rd Street corridor to widen it to 5 lanes from I-355 on the west to Cicero Avenue on the east, a distance of 15.1 miles.

Phase I Preliminary Engineering is currently in progress and is anticipated to be completed mid to late 2023. This phase evaluates the biological and environmental impact caused by the road widening, determines wetland and floodplain impacts, preliminary profile of roadway, and feasibility of multi-use path being constructed on one side of the road. 

The Wolf Road improvement project is located in Southwestern Cook County in the Village of Orland Park, Illinois. The proposed improvement runs for 3.2 miles beginning approximately 0.30 miles south of 167th Street and ending approximately 600ft. south of 143rd Street. The Wolf Road Project will tie into the adjacent proposed improvements along 143rd Street. The proposed reconstruction of Wolf Road will address the deteriorated condition of the roadway, drainage issues along the corridor and accommodate the future anticipated traffic demands.

The proposed improvements consist of full reconstruction and widening of the roadway to a five-lane urban roadway section consisting of two 12 ft. wide travel lanes in each direction with an exclusive 12 ft. wide striped median with left-turn lanes provided at cross streets. The urban roadway section will be constructed with curb and gutter and a parkway along with a proposed five-foot-wide concrete sidewalk along the east side of Wolf Road and a 10-foot wide asphalt bicycle/walking path along the west side beginning at 167th Street and extending to the northern termini of the improvement at 143rd Street. The proposed roadway improvements will match the recently reconstructed intersection of Wolf Road and 159th Street. The existing signalized intersections of Wolf Road at 151st Street, 153rd Street, and 167th Street will be modernized to handle the anticipated increased traffic demands and take pedestrian movements into account. The proposed drainage system consists of multiple sections of enclosed storm-sewer systems, crossing culverts, and roadside swales. The enclosed storm-sewer system will function for the conveyance of stormwater as well as for in-line detention in areas where the required detention cannot be achieved in the off-site detention basins due to the site constraints. Proposed drainage improvements also include the crossings of Marley Creek and Spring Creek. Proposed right-of-way and temporary construction easements will be required along the corridor to accommodate the proposed roadway widening and drainage improvements.

The related environmental concerns will be addressed as well. For example, there are natural wetlands along the corridor. Impacts to these sensitive areas will be minimized while maintaining a safe roadway design. Also, potential traffic noise increases adjacent to the local subdivisions will be considered. Future traffic noise will be predicted by utilizing the Federal Highway Administrations (FHWA) Traffic Noise Model; considerations for traffic noise abatement will be evaluated.

It is anticipated that Wolf Road will be stage constructed in order to maintain access along the corridor at all times. In the initial stage, the roadway will be temporarily widened as needed along the east side while maintaining one lane of traffic in each direction along the west side. In the second stage, traffic will be shifted to the east side while the western half of the roadway is constructed. Upon completion of the second stage of roadway construction, traffic will be shifted onto the new roadway section on the west while the eastern half of the roadway is reconstructed. It is anticipated that construction will occur over two construction seasons.

As part of the preliminary engineering study, an informational public meeting will be held this upcoming Winter to present the proposed improvements along the corridor and solicit input and comments from the public. The Phase I Engineering Study is anticipated to be completed in Summer 2021, and the Phase II final design engineering to commence shortly thereafter with construction tentatively scheduled for 2023. The funding Phase II Study and construction of this project is not available yet. At this time, it is anticipated that construction will be a combination of federal and state funding along with a portion of the funding from the Village of Orland Park.

The Village is working on additional water redundancies. This project will provide an additional layer of redundancy for maintaining the Village water supply. The improvement will provide an emergency connection inside of the pump station that will allow the Village to maintain water service to the community from the Village of Oak Lawn.  Emergency connection piping will be designed to fit the existing infrastructure inside the pump station.

The Village is working alongside ComED, V3 Companies, HBK Engineering and INTREN to relocate several hundred feet of existing underground ComED power lines alongside Tinley Creek as part of the streambank stabilization project. The creek has extended and washed away existing landscape which exposed existing underground power lines. This work will include installing retaining wall and gabion walls alongside Tinley Creek to support the streambank longevity and relocate existing ComED lines within the public utility easement. Work is expected to be begin the week of April 8th, weather permitting, and will be performed in several resident’s backyards.

The project will address the ongoing erosion issues occurring along Tinley Creek.  The creek will be maintained by the Village if project is completed.  The improvements will range from structural (gabion walls, concrete walls, etc.) to vegetative planting.  Existing property owners will need to provide easement rights for the Village to perform work on their property.

The Phase II Design Engineering is 96% completed and the land acquisition of easements required for Tinley Creek is over 80% complete.  The acquisition of the drainage easements required to maintain the creek remain the critical path for the project schedule.  Once the necessary easements are acquired, the project can be bid for construction.  It is anticipated that construction may start in late 2023.

 The Village is working with utility companies for relocation of their facilities in preparation for the construction of the project.

The Parking and Traffic Advisory Committee (PTAC) was established as a new initiative due to the multitude of Village departments affected by parking and traffic requests combined with the numerous state, county, and local jurisdictions overseeing various segments of roadway within the Village. PTAC holds public meetings every other month to discuss residents' parking and traffic concerns.

The Grasslands Regional Flood Control Facility is a two-phase storage facility designed to provide upstream storage and flood protection for the Grasslands Subdivision. The project was phased to allow for an immediate increase in flood protection for the residential structures while the project was permitted through the Illinois Department of Natural Resources and the United States Army Corps of Engineers. The first phase consisted of excavation only to create approximately 9-acre feet of storage. The second phase will include the construction of a Class I Dam to bring the total storage to 22-acre feet, which provides flood protection for the existing Grasslands subdivision and detention for the future development of the existing agriculture lands to residential homes at a reduced release rate. The second phase of the Grasslands Regional Flood Control Facility is planned to be constructed in 2020.

The Metropolitan Water Reclamation District of Greater Chicago (MWRDGC) is currently offering their yearly Flood Prone Property Acquisition Program. This program provides funding for acquisition of flood-prone properties that are located both in the Village and within the Cook County limits. The attached letter provides details of this program. At a high-level, the following is a description of how the program works:

• The property owners who experience significant flooding to their properties should contact the Village and agree to apply for this program. Please consult with your insurance agent about possible impact on the insurance coverage and premiums.
• Upon receiving applications, the Village’s engineering staff will conduct a review of the properties and make a determination of qualification.
• If the properties qualify for the program, the Village will take the lead in getting property appraisals and applies to MWRDGC for funding.
• If funding applications are accepted by MWRDGC, the funds for the accepted value of the property is transferred to the Village which is then transferred to the property owners.
• The Village demolishes the structures and converts the properties into open space permanently.

FEMA’s Updated Flood Maps

The Federal Emergency Management Agency (FEMA) recently released updated Letters of Map Revisions (LOMRs) for the State of Illinois including the Village of Orland Park. These maps are used to update the Flood Insurance Rate Maps (FIRMs) which are used to establish flood risks and flood insurance for impacted properties. Based on the FEMA’s approved maps, it appears flood boundaries, have changed in some areas in the Village. Please contact your property insurance company and/or FEMA to determine flood risks and appropriate insurance protection.

In May of 2021, the Village of Orland Park undertook an American with Disabilities Act compliance collection project to catalog the condition of the Village’s sidewalk curb ramps as to determine adherence to the provisions of the Americans with Disabilities Act.

Since the inception of the project in May of 2021, 5,286 curb ramp inspections have been performed by the Engineering staff (2,328 in 2021, 2,669 in 2022 and 289 in 2023). The project has been completed with an ADA standard rate of 53% compliant and 47% non-compliant.

The Public Works (PW) Department performs work in public right of ways, public roadways, utility easements, public ponds, public parks, and Village facilities. 

PW performs work on streets, utilities, natural resources, and facilities. The streets division deals with sidewalks, curbs, potholes, pavement repair, street lighting, restoration, and bike paths. The utility division deals with fire hydrants, b-boxes, water repairs/maintenance, sanitary sewers, storm inlets, stormwater, ponds, and park drinking fountains. The natural resources and facilities division deals with playground equipment, park garbage cans, mowing, and public/parkway trees.
