The scope of this Illinois Department of Transportation (IDOT) project consists of Reconstruction, Resurfacing, Drainage Improvements, Culvert Replacement, Traffic Signal Modernization, Pedestrian Accommodations, and Ditch Cleaning on IL Route 7 (Southwest Highway) from 135th Street to 131st Street.  

In September 2023, IDOT has awarded the project to Judlau Contracting, Inc.  The contractor may be able to do some work this year with an anticipated completion date of October 31, 2024.

Please note that Metra will blow horn of trains if workforce is working by the tracks.  This is a mandatory requirement.

This Cook County project is currently in Phase II Final Design Engineering. Construction is anticipated to begin XX/XX/XXX and be completed by XX/XX/XXXX.

This Cook County project is currently in Phase I Preliminary Design Engineering. Construction is anticipated to begin XX/XX/XXX and be completed by XX/XX/XXXX.

The Cook County Department of Transportation and Highways (CCDOTH) is leading a preliminary engineering and environmental (Phase I) engineering study of Will-Cook Road north of Oak Hill Drive where the Villages of Orland Park and Homer Glen abut. The study limits are along Will-Cook Road from 100’ south of Lynch Drive to 660’ south of 151^st Street (see map below). Will-Cook Road is under the jurisdiction of CCDOTH. The land east of the roadway is Cook County and the land west of the roadway is Will County. The purpose of the Phase I study is to identify a solution that will alleviate the pavement flooding that occurs at the low point in the roadway profile north of Oak Hill Drive, eliminate future road closures and enhance safety.

The roadway is classified as a Local Road and the overall land use in the area is residential. The Average Daily Traffic (ADT) along Will Cook Road is 6,600 vehicles per day and the posted speed limit along this corridor is 45mph. The existing roadway is two lanes with paved shoulders on either side. It is anticipated that the existing two lane roadway configuration will be maintained in the proposed condition as additional lanes are not warranted based on existing traffic volumes. CCDOTH is planning to host a public information meeting for the project in 2025 to present the proposed improvements and obtain feedback from residents prior to proceeding with detailed design and construction. The Phase I study is anticipated to be completed in 2025.

Project Description

The project consists of street rehabilitation to restore pavement integrity and improve drainage. Incidental to the pavement restoration will be scattered curb, sidewalk and driveway replacements. Driveway repairs are dictated by incidental curb and/or sidewalk replacement. Road improvement Program is scheduled to begin in spring.

The following construction activities are anticipated:

• Pavement resurfacing or wholesale replacement
• Partial curb and sidewalk removal/replacement
• Driveway repairs incidental to curb or sidewalk replacement
• Installation of sidewalk crosswalk approaches at applicable street intersections, to conform with current Americans with Disabilities Act (ADA) regulations
• Sidewalk raising (trip hazards in excess of ¾ inches) via “mud-jacking” process
• Storm sewer repairs and select underdrain installations to address subsurface road drainage issues

A follow-up flyer will be distributed when final paving is scheduled, to alert local residents of the prime coat treatment. This flyer is provided to avoid vehicle tracking of the prime onto driveways, as well as the prime collecting on vehicles. Every effort is made to ensure the prime application is made at a time of day when traffic is light.

Thank you for your patience during the construction activity, recognizing that it creates a significant inconvenience for many residents. We ask that you please drive slowly and cautiously, taking note of workers, construction vehicles, construction signage and electronic message board notifications.

 

 UPDATE (4/22/2024): Sawcutting continues in Brook Hills and Mallard Landings and will start at Somerglen and Wildwood Hills. Removal and framing of concrete curb and gutters and sidewalk will start at Brook Hills with a possible pouring late in the week. Slab raising of sidewalks at Mallard Landings will start this week.

UPDATE (4/8/2024): Beginning the week of April 8^th, preliminary layout will start in the Brook Hills Subdivision.  Construction for the 2024 program will begin in the southwest quadrant of the Village and work will progress to the northeast.  Sawcutting for curb and sidewalk removal will begin the week of April 15^th.  Concrete removal and replacement will begin the week of April 22^nd.

Scam Alert: We have received notice that residents have been solicited by individuals impersonating Village staff. These individuals have falsely informed residents that they were responsible for a portion of the repairs being made in front of their residences. There have also been incidences wherein the individuals pose as the construction contractors to lure residents out of their house while an accomplice enters the home from the back. Contact the police immediately if you suspect suspicious activity.

The improvement project will include the replacement of drainage pipes beneath all driveways and street intersections. With all new concrete piping placed at an engineered elevation, the roadside ditches must also be re-graded to accommodate the new culverts. The combined effect of new culverts and re-graded ditches will ultimately improve the drainage with the neighborhood as a whole. The presently distressed roads will be entirely reconstructed from the ground up. A new stone base and a thicker asphalt pavement will be installed to strengthen the road. This comprehensive road reconstruction will also include the installation of concrete shoulders, replacement of all driveway approaches, and parkway/ditch restoration with topsoil and sod.

UPDATE (3/27/24): Work has begun to complete final restoration and is scheduled to be completed by the end of April, weather dependent.

This includes the replacement of drainage pipes beneath all driveways and street intersections. Beginning Monday, March 25, 2024, Wheeler Drive between Teebrook Drive and Camelia Lane will be closed as water main construction crosses Tinley Creek. This work will require closing the bridge between these two streets.  During this time, a detour route that runs from Wheeler Drive, north up Teebrook Drive to the intersection with Hollywood Drive, and then south down Hollywood Drive back to Wheeler Drive has been established.  The duration of the crossing is scheduled till the end of the week.

On Monday, March 4, 2024, and/or Tuesday, March 5, 2024, Wheeler Drive between Hemlock Drive & Narcissus Lane will be closed between 9:00 a.m. – 2:00 p.m. for water main construction work (detour map below). We’ve been coordinating with SD 146 on Kruse Education Center drop-off/pick-up/bus traffic. The Contractor intends to have Wheeler Drive reopened by 2:00 p.m. to facilitate the afternoon pick-up queue.  However, in the event of an unforeseen circumstance that requires Wheeler Drive to remain closed during pick-up, the queue can form north of Hemlock Drive as shown.

 

On Monday, February 26, 2024 and Tuesday, February 27, 2024, Catalina Drive between Halesia Court & Wheeler Drive will be closed to all traffic from 7:00 a.m. to 5:00 p.m. for water main construction work (detour map below). Contractor has coordinated with School District 146 on Kruse Education Center drop-off/pick-up/bus traffic. There is a good circulation route around the closure using Wheeler/Hemlock/153^rd St./73^rd Ave. for buses & parents to navigate the work area.

On Tuesday, February 20, 2024, Sunset Ridge Drive at Wheeler Drive will be closed to northbound & southbound traffic as water main is installed across the intersection.  Coordination occurred with SD135 for their bus operations for this 1-day closure. The Contractor will accommodate emergency response vehicles using Wheeler Drive.

Starting on Wednesday, February 21, 2024, Wheeler Drive will be closed to ALL daytime traffic between Sunset Ridge Drive & 82^nd Avenue (see map below). Circulation using either Bob O’Link Road (north) or 82^nd Avenue/Sunset Ridge Drive (south) will be available for school buses & emergency vehicles. The existing posted detour route using 82^nd Avenue/Sunset Ridge Drive/157^th Street/Orlan Brook Drive will remain active for all other motorists.

Crews have completed water main installation on Thistlewood Lane and on the north end of Raintree Drive. This week, crews will continue installation on Raintree Drive southward towards Wheeler Drive.  Raintree Drive between Wheeler Drive and Raintree Lane has been closed to traffic during work hours from 7:00 am to 5:00 pm. 

Starting on Wednesday, December 13, 2023, through mid-January 2024, Wheeler Drive will be closed during working hours between Raintree Drive and Orland Brook Drive.  A signed detour will be posted. 

Motorists are encouraged to use alternate routes.

Preparatory work is being done in the ComEd easement between 82nd Avenue & Catalina Drive. Water main installation is expected to begin at 82nd Avenue and move eastward starting on December 18, 2023.

Water main work will proceed from west to east. Driveways adjacent to the installation and the Cherry Hills Court intersection will need to be taken out of service while the pipe is installed, and the trench backfilled with stone.  Residents are encouraged to park outside of the work area during these times.

The Village of Oak Lawn Regional Water System (RWS) is upgrading and expanding its ability to provide Lake Michigan water to the residents of the Southwest Suburbs including the Village of Orland Park. As part of these improvements, a new Water Transmission Main and Intake Structure will be constructed within the area bordered by 151st Street, Catalina Drive, Wheeler Drive / ComEd right-of-way and Liberty Park / Raintree Drive.

 

Transmission Main will be installed in the ComEd Right-of-Way South of 82nd Avenue to Catalina Drive with potential impacts to residents on: 

• Anne Drive
• Primrose Court
• Tulip Court
• Orchid Court
• Sunflower Court
• Halesia Court 

There will be a Public Information Meeting held at Orland Park Village Hall on November 2, 2023 from 6:00PM to 7:30PM with a presentation starting at 6:15PM. After the presentation, plans will be available for residents’ review. Engineering and construction staff will also be available to answer questions. The construction of Orland Park Spur Two Main is planned to begin on November 13, 2023.

Orland Park residents especially those who may be impacted by this project are requested to attend this meeting.

The construction contract was on Oak Lawn’s Board of Trustees agenda for May 9, 2023.  After their Board approval, Oak Lawn will proceed with executing the contract. 

The project Program Manager, CSM Smith, is working on the loan application.  The loan application is on track to meet the loan deadline of June 30, 2023.

The water main construction is expected to start later this year.  It is anticipated that the project will be completed by the end of 2024.

Construction of a 60-inch water main is currently in progress west of Harlem Avenue from north of 143rd Street to 151st Street. It is anticipated that the water main will cross 151st Street later this year.  Construction crews will excavate certain areas of 73rd Avenue south of 151st Street to locate existing utilities in that area.

The Village of Orland Park is a member of the Regional Water Supply (RWS) system. RWS is a group of 12 communities that receive water from the Village of Oak Lawn, who receives Lake Michigan water from the City of Chicago.  The Village’s existing water infrastructure is close to 40 years old and the Village has been working with RWS for several years to install a redundant water supply line from Oak Lawn.  This water line is called Spur 2 and it will serve as a redundant water line for the Village.

Public Works performs work on streets, utilities, natural resources, and facilities. The streets division deals with sidewalks, curbs, potholes, pavement repair, street lighting, restoration, and bike paths. The utility division deals with fire hydrants, b-boxes, water repairs/maintenance, sanitary sewers, storm inlets, stormwater, ponds, and park drinking fountains. The natural resources and facilities division deals with playground equipment, park garbage cans, mowing, and public/parkway trees.
